Speeding fines

The schedule prices speeding in bands of excess over the posted limit. This is that ladder, in full, with the consequences the annex states for each rung and the rows that state them.

What the law does not say

How the bands in this table were composed, and why that is stated

The schedule does not print a band table. It prints seven separate rows, some phrased as exceeding the limit by more than a figure and the rest as exceeding it by not more than a figure, with no stated upper bound on the first kind and no stated lower bound on the second. Read literally and independently, several of them are true at once for the same recorded excess. The from/to boundaries shown here are this site’s reading — each row bounded by its neighbours, so the narrowest condition an excess satisfies is the one that governs — applied because the seven thresholds cannot otherwise compose into a schedule without double-charging or leaving gaps. It is a reading, it is labelled as one, and it is not printed as a table in the instrument.

Why nothing is deductedCabinet Resolution 83/2022 art. 14(1)(د)/(2)(ج) sets a maximum permissible error for the speed-measurement device (3 km/h, or 3% for speeds exceeding 100 km/h) — a metrology/device-accuracy spec, not a driver's tolerance. Background

What the speeding rungs do and do not carry

The ladder is priced on excess over the posted limit and nothing else. There is no zone split in this schedule — no separate urban and rural tables, no lower rungs for residential streets — so the same excess is priced the same way wherever it was recorded. What changes as you climb the ladder is not only the amount: the upper rungs add black points and an impound period, and the lower ones state neither.

That blank is a real feature of the table and this site keeps it visible. A rung whose points or impound cell the annex leaves empty renders as not stated, never as zero — those are different claims about the law, and a table that silently converts one into the other has quietly invented a rule. The same discipline applies across every category on this site.

Nothing is deducted from the excess before the ladder is read. The figure widely described as a tolerance comes from a metrology regulation and is a maximum permissible error for the measuring device, not an allowance granted to a driver, and no instrument in the corpus behind this site provides for any deduction.
