Licence and document fines

The rows that penalise paperwork rather than driving. Several of them carry an impound period that is open-ended rather than a fixed number of days, and those are marked as such rather than given an invented figure.

What the law does not say

Three unusual shapes are filed here

One row states a single fine and a single point count, but its impound cell carries the same period under two different triggering conditions — one for the expired driving licence, one for a vehicle whose own registration has been expired past the threshold the article names. Whether that is one rule restated for each sub-part or a genuine coincidence of two identical periods is not resolved by the corpus, and is not resolved here. A second row prices three lettered sub-parts at one shared amount with no split of any kind — lettered sub-parts do not by themselves mean more than one figure. And two rows are not fixed amounts at all but a daily rate with a ceiling, charged for failing to collect a vehicle after its impound period has legally ended; they are a different rule from the impound release payment despite sharing the same ceiling figure.

Background

The rows that penalise paperwork

A document offence is often treated as the trivial end of the schedule and it is not. The federal resolution provides for the impound of a vehicle whose registration has been expired longer than the threshold it names, if it is caught on the road, and it is not returned until the outstanding dues are settled and the registration is renewed. That impound has no scheduled day count: it lasts until the owner acts. This site marks such a period as open-ended rather than inventing a figure for it.

The decree-law adds a criminal layer above these rows for the more serious document failures — driving under a licence that has been suspended by order, driving without a valid licence or on a foreign one not recognised in the State, each with its own fine band and, on repetition, a heavier one. Those are court matters with their own instrument, sitting above the administrative row rather than replacing it.

The release condition in the executive regulation held over from the previous law is broader still: an impounded vehicle is released only once the cause of the impound has ceased and all fees, fines and impound-related expenses are paid. This site names that instrument’s own limit — its current text was not re-proved here on values the way the traffic-control resolution’s was — rather than presenting the condition as beyond doubt.
